9/7/21 Non-Substantive Change to Regulations: Name Change
On September 7, 2021, the Office of Administrative Law (OAL) approved and filed with the Secretary of State non-substantive amendments to the regulations changing the name of the program from the Affordable Multifamily Energy Efficiency Financing Program (AMF) to the GoGreen Affordable Multifamily Energy Financing Program (GoGreen Multifamily). This name change does not affect any regulatory provisions or requirements. The name change aligns the program name with the public-facing platform, GoGreenFinancing.com.

Regulatory History
On May 9, 2019, OAL approved CAEATFA’s initial emergency regulations to establish the Affordable Multifamily Energy Efficiency Financing Program. The regulations were initially effective for 180 days and were readopted twice under the emergency rulemaking process, extending the emergency regulations for two consecutive 90-day periods.
During the period of time that the AMF regulations were effective under the emergency rulemaking process, CAEATFA staff worked to make the regulations permanent. On April 21, 2020 the CAEATFA Board approved the regulations with modifications to clarify the language of the regulation text made during the regular rulemaking process. On May 5, 2020, CAEATFA submitted to OAL the Certificate of Compliance and all corresponding documents required to complete the emergency rulemaking process. OAL approved and filed the Certificate of Compliance and regulations with the California Secretary of State on June 17, 2020. The regulations, in their entirety, became effective on June 17, 2020, per Government Code Section 11343.4(b)(3).
