About the Working Group

The state Legislature tasked the California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA), in consultation with the California Public Utilities Commission, with creating a working group to develop criteria for a comparative assessment of energy efficiency financing programs available in California. These programs include the Property Assessed Clean Energy (PACE) financing and legacy utility on bill financing, and the California Hub for Energy Efficiency Financing (CHEEF) pilot programs. Report on Criteria for a Comparative Assessment of Energy Efficiency Financing Programs Available in California

On July 19, 2016, CAEATFA�s Board approved a final report recommending criteria for a comparative assessment of energy efficiency financing programs available in California. The report incorporates feedback from the working group on the relative importance and challenges posed by the comparative criteria, and has attached all written comments received on the draft proposed comparative criteria originally released for public comment in April 2016.
