4/16/2024 - Emergency Regulations Enacted

On April 15, 2024, the Office of Administrative Law approved the approved emergency regulation amendments to the GoGreen Home Program and filed the regulations with the Secretary of State. These amended regulations are effective for 180 days, until Tuesday, October 15, 2024. During this time, CAEATFA will proceed with the necessary steps to comply with the emergency action, concluding with the regular rulemaking process.

The subject of the proposed modified regulations for GoGreen Home was discussed at a public workshop on February 22, 2024, and CAEATFA invited public comment through February 29, 2024. View the slide deck summary of regulation changes that was presented at the workshop. Following the workshop, CAEATFA made minor changes based on stakeholder input.

The proposed regulations were publicly noticed, considered, and approved by the CAEATFA Board at a public meeting held on March 19, 2024.

The proposed modifications are being made to incorporate new energy measures allowed by CPUC Decision 23-08-026 such as paired solar photovoltaic and storage while raising the maximum project amount and loan term for such improvements. Further, CAEATFA is adding a project developer role to facilitate broader efficiency upgrades as well as adding a feature to “pause” Lender operations if a threshold of delinquent and defaulted principal is reached. Other changes were made to improve operational efficiency as well as the overall borrower experience.
